Campus Security Programs & Policies
The University of Kansas is a public institution. Access to many areas and facilities of the campus is open to the general public and their use is encouraged. Vehicular access to central campus is limited during business hours by traffic control stations at entry points. Campus buildings are open during regular hours published in the University Directory.Access to some buildings including residence halls is limited during specific hours to those with proper identification. Specific information regarding hours and visitation for University owned housing is published in hall handbooks and resident contracts. Security and access policies of off-campus organized living groups are determined by those individual groups.
Use of campus facilities for meetings, speakers and other events is governed by the Guidelines for University Events and Registered Organizations under the authority of the University Events Committee and the Student Organizations and Leadership Development Center. Policies of the Board of Regents also limit the use of campus facilities for fund raising and political events.
The University staffs an Office of Design and Construction Management which is charged with the responsibility of designing and constructing campus facilities in compliance with applicable codes. It also oversees the campus lighting plan. The Department of Facilities Operations is responsible for maintaining buildings and grounds.
The University of Kansas maintains a fully commissioned campus police department (Office Of Public Safety) which functions on a 24 hour, year round basis. Officers are granted authority by state statute to enforce the laws of the state of Kansas, county resolutions and city ordinances on property owned or operated by the University, immediately adjacent to the campus and, in certain circumstances, off-campus. This authority includes regular patrols, taking of reports, criminal investigations, and follow through with appropriate prosecuting agencies. Academic buildings are also patrolled by security staff employed by Office of Public Safety during evenings, night time, weekends and holidays.
In case of a crime or other emergency, students, faculty, staff and visitors are expected to notify Office of Public Safety. The availability of Office of Public Safety is made known by way of enhanced 911 telephone service, direct dial indoor and outdoor emergency phones to the Office of Public Safety dispatcher, publication of regular and emergency phone numbers in the institution&'s telephone directory, signage on Office of Public Safety vehicles, and a wide variety of campus publications.
Response to any emergency such as fire or need for ambulance services may be achieved by contacting the Office of Public Safety. Given the nature of the emergency, contact with the Office of Public Safety may also initiate appropriate institutional response and/or outside support agencies such as counseling, Rape Victim/Survivor Services, or police chaplains. If, for a personal reason, a person does not wish to report an on-campus crime or suspected crime to the police, that person may report it to the Dean or Assistant Dean of Students; Complex Directors, Assistant Directors or the Associate Director of Student Housing; or to the Director of the Student Organizations and Leadership Development Center if a student organization is involved.
The Office of Public Safety working relationship with state, and local law enforcement agencies is one of parity. Cooperative investigations with and referrals to other agencies are done when appropriate. The Lawrence Police Department monitors and records criminal activity off campus and provides this information to the University for inclusion in its crime statistics, as required by the Student Right-to-Know and the Clery Act.
Office of Public Safety operates a Community Services Division which makes available educational programs, materials and services on an on-going basis and on demand for the entire campus community. These include Campus Watch, KU Crime Stoppers, equipment engraving, and personal safety educational programs. Information on specific campus crimes and overall crime statistics are made available and published in campus and area media to make members of the campus community aware of the environment in which they work and study. Based upon this information, students, faculty , and staff are expected to make reasonable decisions about their own security.
While the University of Kansas relies heavily upon Office of Public Safety for formal law enforcement and crime prevention activities and services, a wide array of other campus units share responsibility for the promotion of safety and security programs. The Department of Student Housing publishes and educates its residents on security policies and maintains its own security staff. Crime awareness programs are also conducted for residents. In addition, a number of departments throughout the University employ their own security staff to fulfill specific needs.
Crime awareness and safety concerns are presented in new student orientation programs and on an on-going basis by campus and community agencies such as the Emily Taylor Women&'s Resource Center, Rape Victim Survivor Services, Women&'s Transitional Care Services, Legal Services for Students, as well as Office of Public Safety. Student transportation on and off campus is available through the KU on Wheels bus service and Safe Ride programs subsidized by Student Senate.
If it is determined that a specific danger to the campus community, or specific segments of the campus community exists, an appropriate notification to the community of that danger will be made. This determination will be jointly made by Office of Public Safety and the Office of the Dean of Students, in consultation with the University General Counsel.
The University of Kansas prohibits the unlawful possession, use, manufacture, or distribution of alcohol or drugs by students and employees on its property or as part of its activities. Any student or employee found to be using, possessing, manufacturing or distributing controlled substances or alcohol in violation of the law on University property or at University events shall be subject to disciplinary action in accordance with applicable policies of the State of Kansas, the Board of Regents and the University of Kansas. For employees, the University will take appropriate personnel action for such infractions up to and including termination. Students who violate this policy will be subject to sanctions which include suspension and expulsion from the University. The University of Kansas Policy on Prevention of Illegal Drug and Alcohol Use on Campus and in the Workplace is available on the KU web page, is distributed annually to all employees, and is available in the Office of the Vice Chancellor for Student Affairs.
The drinking age in Kansas is 21. State law deals strongly with underage drinking, and makes it a crime to furnish alcohol to underage individuals. University policy and enforcement procedures are in full compliance with the law.
The University is committed to the promotion of alcohol and drug education programs. Educational resources available on campus include the Department of Health Education at Watkins Health Center, Wellness Center in the Robinson Center and the Department of Human Resources. A variety of student and employee assistance programs relating to alcohol and other drug abuse are also available.
Confidential Reporting of Crime
Confidential Reporting is allowed at the University. If, for a personal reason, a person does not wish to report an on-campus crime or suspected crime to the police, that person may report it to the Crime Stoppers Program operated by the Office of Public Safety or to Dean or Assistant Dean of Students; Complex Directors, Assistant Directors or the Associate Director of Student Housing; or to the Director of the Student Organizations and Leadership Development Center if a student organization is involved.
